Fighting Trump’s Assault on Our Immigrant Communities

Scott is a national leader on accountability for ICE, Border Patrol, and other agencies violating the law and terrorizing communities. Scott authored and passed our nation’s first law banning ICE and other law enforcement from wearing Gestapo-like face masks they use to hide from accountability and create an atmosphere of impunity — the No Secret Police Act. After a federal court ruled that California does, in fact, have power to ban federal agents from wearing face masks, Scott is authoring follow up legislation to ensure the law is fully enforceable.

Now Scott is fighting to pass the No Kings Act, which allows California residents to sue ICE and other federal agents for violating your rights. Under current law, it’s nearly impossible to sue a federal agent for excessive force, false arrest, etc. — leading to a sense of impunity and emboldened aggression by agents toward the public. Scott’s bill will put an end to that impunity.

Scott has also worked for years to ensure immigrants receive fair treatment in California. He authored a law to prevent immigrants from being forced to disclose their immigration status in open court when it isn’t relevant, preventing the justice system from exploiting immigrants and targeting them. He also helped pass a law to prevent landlords from using immigration status as leverage against tenants in eviction disputes.

In Congress, Scott will work to:

  • Unmask the agents and officials waging a terror campaign on our communities.
  • Allow people to sue federal agents for violating their rights — in other words, haul them into court when they violate the law.
  • Abolish ICE.
  • Ban private prisons — which California, with Scott’s support, has already done — including the ICE private prison gulags.
  • Make DACA recipients citizens and create a pathway to citizenship for our immigrant communities.

Since 2018, Scott has supported abolishing ICE, which is a broken agency. With armed secret police publicly executing people in the streets, we need leaders who stand up and deliver real results to protect communities from terror and violence and to fully embrace immigrant communities as key parts of American life. Scott's Past Legislation

  • SB 627 (2025): Prohibits local and federal law enforcement from wearing masks and other face coverings on duty in California.
  • SB 747 (2026): Empowering people to sue federal agents for violating their constitutional rights.
  • SB 785 (2018): Protects immigrants from irrelevant disclosures of their immigration status in open court by requiring that any discussion or questioning about the immigration status of any witness, victim, or defendant first be deemed by a judge to be relevant and admissible.
  • AB 291 (Chiu, 2017): Provides greater protection of tenants against discrimination based on immigration status; Landlords may no longer use reporting tenants as leverage for eviction.  Principal co-author with Assemblymember David Chiu.
